Arbiter 131 is an upcoming strategy game releasing on Steam. It’s getting developed by a small indie team called IKON. It’s a story-driven tactical game inspired by Door Kickers and Papers, Please. Their latest trailer just got featured by IGN, which is what drew our attention to the game, too.
The title lets you decide how a corporate-controlled city is run and what happens to the people living in it. With a mix of tactical planning and moral decision-making, Arbiter 131 is a real-time tactical sci-fi strategy simulation game.
You play as the Arbiter, someone who analyses citizen data, prioritises targets, and remotely commands police units across the city. The game takes place in the corporate megacity of Arkadia where you lead Arkadia’s Social Moderation Team 131.
But you don’t have to obey everything. You can disobey, rebel, and push back, and the story will change depending on what you do. There are no simple binary choices, and everything happens through gameplay.
Dynamic and story-rich
Arbiter 131 has a single-player format. It tracks how you actually play and adjusts the narrative organically. So, if you execute orders efficiently, you get rewards. And if you follow your own morals, you have to deal with whatever consequences come from that.
Planning is a big part of the game through the Arkadia Control System. It lets you plan operations in detail by drawing paths, breaching walls and doors, syncing unit movements, and coordinating your team.
You can mix and match weapons, armour, and gadgets, and adjust your team loadout depending on the mission. You can go light and silent, heavy and resilient, or less lethal; it’s all on you. On that note, watch the latest trailer here.
Arbiter 131 pushes immersion by removing typical strategy game features like a god-like camera, see-through walls, or fog of war. Everything is diegetic, so you only see what drones and units can actually see and report.
Arbiter 131 is now available on Steam for wishlisting. The exact release date is not out yet.
